The university system's excellent quality is frequently being measured by different forms of national and international quality control. The university system is characterised by strong trust between universities and the bodies which finance, steer and oversee the system. This serves to monitor the quality of the sector critically and effectively and helps to identify appropriate measures for further development. Students have an exceptionally strong role in decision making at the universities and this gives them the possibility to affect the quality of education. The Finnish Higher Education Evaluation Council (FINHEEC) is an independent expert body assisting universities in evaluating quality.
